The story begins when April O'Neil purchases an ancient, mysterious Japanese scepter at a flea market. Unbeknownst to her, the scepter possesses magical time-traveling properties based on an equal distribution of mass. While holding it, April inadvertently swaps places with Kenshin, a young prince from 17th-century Japan who is holding the same scepter in his own timeline. This resulted in a noticeably different visual appearance

The concept for the film was loosely inspired by the "Masks" storyline featured in issues #46 and #47 of the original Mirage Studios comic book series, where the Turtles also meet the time-traveler Renet.
After massive parent complaints about violence in the first film led to the Turtles barely using their weapons in the sequel, this third film course-corrected by allowing them to actively use their katanas, sai, bo staff, and nunchucks again.
